Prince George’s County Climate Resilience Hub

In recent years, our communities have seen increasing threats as the climate changes: more severe rain events that cause flooding and power outages, more frequent and persistent excessive heat events that threaten human health, livelihoods and food security, and more. Prince George’s County, as recommended in both its Climate Action Plan (CAP) and Climate Action Implementation Strategy Plan (CAISP) aims to create Resilience Hubs to help with everyday community needs and to provide support during times of disruption and periods of recovery.

This call for proposals seeks entities that will increase both the technical and the organizational capacity of community-based organizations and other non-profit groups as they develop Resilience Hubs that align with County goals such as Plan 2035 as well as specific economic development, equity, multi-modal transportation, and agricultural preservation goals. Applicants may also apply to build, deploy and support a Countywide Resilience Hub Network Hub.

The ultimate outcome of this work will be a strong, sustainable network of Resilience Hubs that will serve County residents over the long term. Funding for this program is provided through the Prince George’s County Department of the Environment (DoE).

What this funds: This grant program seeks technical assistance providers to:

Provide technical and organizational support for individual Resilience Hubs and/or
Create and provide support for a peer-to-peer Countywide Resilience Hub Network.

Funding Availability: The funding partners anticipate $150,000 available for awards. If applying for both scopes of work, detail in your application budget the respective budget requests for each scope of work (1 and/or 2).

Project Timeline: This work is expected to span two years. Requests to extend the project completion period will be reviewed and considered on a case-by-case basis.

Eligible Locations: Projects must be implemented in Prince George’s County, Maryland. Currently, because the City of Bowie is managing its stormwater program independently of the County, projects in the City of Bowie are not eligible for funding in this program.

Q1: What is a Climate Resilience Hub?

Resilience Hubs are trusted community-serving facilities that complement emergency facilities, such as cooling and warming centers and shelters, by serving as coordination points for communication, distributing resources, building community cohesion, and advancing climate mitigation and adaptation goals year-round.

Prince George’s County-funded Resilience Hubs will facilitate community engagement and programming on climate change, sustainability, and emergency preparedness. They may also provide targeted support in response to local climate-related events such as extreme heat, microbursts, and flash flooding to help Prince Georgians get back on their feet in the quickest and safest way possible. Examples may include short-term distribution of food and water, provision of communications, health and social services, and charging stations for personal devices and electric vehicles.

Q2: Can applicants apply to support more than one scope of work?

There are two (2) scopes of works available for applicants to support through this RFP. Applicants are allowed to apply to for both scopes of work; however, the budget should clearly distinguish how much funding is requested to support each scope of work. Additionally, we anticipate supporting one awardee for scopes 1 and 2, but will consider dividing the work among multiple awardees.

Q4: What qualifications and experience are we looking for?

Technical Assistance providers will solicit, recruit, and support community-based organizations seeking to provide direct resilience services and to participate in peer-to-peer learning. This expertise will be used to provide technical assistance to existing organizations who aspire to establish Prince George’s County Resilience Hubs. The ultimate outcome of this work will be a strong, sustainable network of Resilience Hubs that will serve County residents over the long term.
